Home Education Programs (Homeschooling)

Conestoga Valley School District partners with the Home Education families in the district. Pennsylvania Department Education requires several components and signed documents for approval of a Home Education Program. Compulsory Attendance in Pennsylvania

All children from the age of six (Sept. 1 birthdate) through the age of 18 must comply with compulsory school attendance requirements. To meet these requirements, parents must ensure that their child between the ages of six and 18 is attending or participating in one of the following: a public elementary, middle, or high school; a public charter or cyber-charter school; a private licensed academic or private religious school; home tutoring by a certified teacher; or an approved program of home schooling.

If you will be moving into Conestoga Valley School District and plan to continue to homeschool: 

Request a “Letter of Transfer” from your current school district home education administrator to be sent to:

Also request that they provide us with a copy of the most recent paperwork that you submitted. 

Home Education Approval Procedures

Follow the below steps to complete the home education approval process. Further down the page is more information regarding each step.

Step 1: End of Year Evaluation Deadlines and Requirements                

Pa. Code § 13-1327.1(e).(h.1).

Due June 30 (each school year):
The supervisor must maintain a portfolio of student work through the entirety of the school year. The portfolio must be evaluated at the end of each year by a clinical or school psychologist or appropriately certified teacher. This evaluation is arranged by the supervisor.

The annual evaluation, conducted by a licensed or certified evaluator, must be submitted to the school district for each student by June 30. The evaluator’s written evaluation based on a review of the portfolio and interview of the child, and any achievement tests will certify whether or not an appropriate education is occurring. Evidence of the evaluator’s certification must be submitted along with evaluation, if not previously provided.

For graduating students, we request that you provide final transcripts and/or a copy of any diploma received.

Step 2: Home Education Approval 

New and Continuing Home Education Form:
  • Parents/guardians interested in continuing OR pursuing home education must complete a home education form (linked above). 
  • When submitting documentation online, parents/guardians will receive submission and approval verification via email.

Step 3: Deadlines and Requirements 

Act 196 of 2014, 22 Pa. Code § 4.72, 24 Pa. Code § 1-111(e), 24 Pa. Code §13-1327.1(b)(1)), Pa. Code Article XIV, Pa.Code §14-1419 

Annually Due by August 1st and at initial start into Home Education:

  1. Home Education unsworn declaration: 
    K-6
    7-12
    The notarized affidavit form is available on the PA Home Education website if you choose to use it.
  2. Examples of educational objectives for each subject:
    K-6
    7-12
  3. Immunization and Physical Exam, Dental Exam (as required by PDE Health Requirements)
    a. Evidence of Immunization or parent/guardian signed statement of exemption (beginning of school and grades K, 7, 12)
    b. Medical exam (beginning of school and grades K, 6, 11) or physician signed letter of exemption
    c. Hearing test (beginning of school, grades K, 2, 3, 7, 11) or physician signed letter of exemption
    d. Dental exam (grades K, 3, 7) or dentist signed letter of exemption
  4. If Applicable - Special Education Documentation: written notification of program/objectives approval from an appropriately credentialed evaluator.
