Dr. Jill Koser, Assistant to the Superintendent - Elementary Education
Dr. Jill Koser joined Conestoga Valley School District in June 2021. Koser came to CV from the School District of the City of York where she held several roles since 2018, including serving as the Assistant Superintendent for Special Education. Her duties included providing leadership for over 1,300 students in grades Pre-K through graduation that received special education services. She led the district-level Continuity of Education, Virtual Learning, and Hybrid Learning Committees in the areas of Academics and Special Populations and facilitated the redesign of the student support process.
From 2018-20, Koser was the Director of Curriculum and Instruction (Pre-K-12) at York. Koser had many responsibilities and boasted numerous accomplishments in that role, including the design, implementation, and monitoring of the Literacy Interventionist program. She also facilitated the ELA Curriculum Committee and collaborated with the Office of Special Education to design and implement the Dyslexia Pilot Expansion project that resulted in enhanced professional development for teachers and increases in reading achievement for students.
Koser received her Bachelor’s Degree in Elementary Education and Special Education from Millersville University and earned her Educational Leadership Master’s degree and Doctorate of Education from Widener University. She is also a graduate of Pequea Valley High School. Koser holds a Superintendent’s Letter of Eligibility certification in addition to certifications in the fields of K-12 principal, middle school mathematics, K-12 special education and K-6 elementary education.
Dr. Donovan Mann, Assistant to the Superintendent - Secondary Education
Dr. Donovan Mann has been part of Conestoga Valley's administration since 2002, first as Assistant Principal at the HS, then director of curriculum and instruction, and later as director of secondary education following a reorganization of the superintendent's cabinet. He came to the district as assistant principal of CV High School, following a similar stint at Lower Dauphin High School. He also served as assistant principal/director of studies for grades 7 through 12 at York Catholic High School. Mann began his career as a teacher at Lancaster Catholic High School.
Mann holds a Doctor of Education degree from Immaculata College as well as a master's degree from Penn State University and a bachelor's degree from Duquesne.
Mann administers CV's secondary (6-12) curriculum and instruction, instructional technology initiatives, child accounting, alternative education, career education, grants, Act 48 and libraries.
Sarah Schaefer, Assistant to the Superintendent - Pupil Services
Sarah Schaefer is the Assistant to the Superintendent for Pupil Services at Conestoga Valley School District. Prior to joining CV in 2019, she was the supervisor of pupil services at Cornwall-Lebanon School District, where she was in the role since 2007. Prior to that, she served as school psychologist and school counselor at Cornwall Lebanon from 2003-2007, and worked as a school psychologist at the Lancaster-Lebanon IU13 and Lincoln IU12.
In her role, Schaefer is responsible for programs that enable students to fully take advantage of their educational opportunities by eliminating those problems that prevent or interfere with students’ learning, as much as possible. Critical areas include maintaining the student accounting system, overseeing the psychological, guidance, school health and social casework services, developing and administering special education budgets and more.
Schaefer earned a bachelor’s degree in psychology/education/peace and conflict studies from Juniata College, a master’s in education from Indiana University of Pennsylvania, and an educational specialist degree from Indiana University of Pennsylvania. She also holds a Supervisor of Pupil Personnel Services Certificate from Indiana University of Pennsylvania and a Superintendent Letter of Eligibility from California University of Pennsylvania.
Mrs. Adele Huntzinger, Chief Financial and Operations Officer
Mrs. Adele Huntzinger approved as the district's Chief Financial and Operations Officer in March of 2023. Mrs. Huntzinger, who graduated from Millersville University and has her CPA, has been with the district for 23 years.
